The Ministry of Public Administration and Security has distributed the ‘Digital Government Service UI/UX Guidelines’ for user convenience of digital government services. We have released a PDF file and website that administrative/public organizations can use as a reference when creating a new website.
When it comes to Korean public administration, it is recognized around the world. However, digital services still had a lot of room for improvement. The government conducted a survey on the use of e-government services in 2023 to provide better services.
The main feedback we received was that it was difficult to use because it repeatedly asked for the same actions, had counterintuitive instructions, and was inconsistent. The government recognized the limitations of each department's individual optimization and developed guidelines for efficiency at the government-wide level.
With a design system provided by the country The U.S. government's design system released last yearThis comes to mind. The guidelines are as specific as the design system of any large IT company. Provides design principles, style guides, components, basic patterns, and service patterns. A figma file is provided, and the pattern code and actual working examples are provided on the website.
The design principles of digital services in Korea are user-centered, inclusive, individuality, simplicity, ease of use, consideration of context, and trust. It provides reasons why the principles are important and specific ways to adhere to them.
A style guide defines design fundamentals such as color, font, and shape. With blue as the main color, secondary colors, achromatic colors, and transparency were defined. It is noticeable that the central organ limits the roundness values.
Components define the basic UI of the website, including its identity, navigation, layout, actions, selection, input, and feedback. It is unique in that it provides an official banner and an operating agency identifier at the forefront indicating that the service is provided by a government agency. I felt a subtle sense of relief when I pointed out that, as a bad example, a placeholder replaces help in text input.
Basic patterns and service patterns define experience patterns that combine components. It guides users through the actions they frequently perform in government services: entering and agreeing to personally identifiable information, confirming detailed information, and entering forms. Complex actions such as logging in, applying, and checking policy information were defined as UX flows. This is the first time I have seen a pattern defined in such detail in a design system.
