A mobile resident registration card, a legal ID card that is stored on a smartphone, will be issued to all citizens. It can be used in all places where a traditional resident registration card is required, such as public institutions, banks, hospitals, and convenience stores.
The Ministry of the Interior and Safety and the Digital Platform Government Committee announced on the 14th that they will begin issuing mobile resident registration cards nationwide. Starting on the 14th, you can apply at your local resident center, and starting on the 28th, you can apply at any resident center regardless of your address and on the Government 24 online platform. Accordingly, Seoul citizens will be able to receive mobile resident registration cards in Jeju as well.
The mobile resident registration card has the same legal effect as the physical resident registration card. It can be used in all places where the resident registration card is used, such as government offices, banks, airports, hospitals, convenience stores, and elections. In the case of the existing unmanned civil service issuance machine at the resident center, it was difficult to verify one's identity without a physical resident registration card, but identity verification is possible with the mobile resident registration card. It has already completed system linkage with 15 banks, and is being used for tasks such as account opening, transfer limit increase, and account password change at the counter and mobile banking application.
For security reasons, mobile resident registration cards are issued only to one smartphone in your name. If you lose your smartphone, you can report the loss and the mobile resident registration card on that device will be immediately locked and use will be suspended.
Mobile resident registration cards can be issued in two ways: 'IC resident registration card' and 'QR photo shooting'. To use an IC resident registration card, you must apply for an IC resident registration card at a resident center or online, and wait for about two weeks for the card to be issued. After that, install the 'Republic of Korea Mobile ID' application and complete the authentication process to finally issue the card.
If you have difficulty waiting for your IC resident registration card, you can also apply by taking a QR photo. After installing the 'Republic of Korea Mobile ID Card' application, take a photo of the QR code provided by the staff at the resident center issuance window and go through the facial authentication process, and it will be issued immediately.
The mobile resident registration card can be used in Samsung Wallet starting in April, and preparations are underway to allow use in five private enterprise applications, including Kookmin Bank, Naver, Kakao, Toss, and Nonghyup Bank.
